Background

On April 1, 2024, the decision was made: the federal government partially legalized cannabis in Germany. Since then, people in this country have been allowed to grow and consume the drug for recreational purposes - but not to buy or sell it anywhere.

This was a matter close to the heart of the traffic light coalition, but the opposition was harshly critical. And so it is even possible that a change of direction will take place again after the new elections on February 23rd.

“Stoned Germany – Between Intoxication and Reality” follows the developments from day one and now takes stock: What does the legalization of cannabis really achieve?

Will this relieve the burden on the police or will the black market really take off? Is cannabis an addictive gateway drug or a cure for pain and stress? Is a new, exciting market emerging or is there just more bureaucratic madness?

That's what it's about

The documentary shows all kinds of people affected. It delves deep into the illegal world of a Berlin drug dealer and accompanies the founders of a cultivation association who wait months for a cultivation permit.

"Stoned Germany" also takes a look at the consumers: Rapper Xatar celebrates legalization on the sidelines of a boxing gala in Hamburg. Occasional user Jacky tries her hand at growing cannabis at home.

The documentary also looks over the shoulder of the police and, in an exciting experiment, investigates what consumption feels like - and how the influence of cannabis affects driving.

And this is also part of the truth: psychosis patient Françoise tells us vividly why cannabis drove him into the psychiatric hospital.
